Political Parties and Their Function
The term political party, as it was used in ancient times, simply meant a group of noblemen and their followers. When parliamentary bodies developed in the eighteenth-century England, however, the term began to be used to refer to groups of leaders acting collectively in the Parliament, Political parties in their modern sense were later developed in the 19th century. They arose from the need to mobilize the electorate, which was being made increasingly more numerous by the expansion of the suffrage. Because the United States was the first state to grant the suffrage broadly, it became the first to have modern political parties. Some scholars date the formation of parties to 1800 when Jeffersonian Republicans achieved electoral success over the ruling Federalists, but others date it to the 1830s when white manhood suffrage became widespread. In Great Britain, modern parties were propelled by the Reform Bills of 1832 and 1867, which expanded the suffrage. It was in the 1860s, however, that the British electorate became big enough for parties to engage in organizational activities. Many West European nations, more- over, developed parties in about the middle of the nineteenth century. Modern political parties, then, originated in a democratic context-namely, the need to organize voters in competitive elections.
